I am trying to construct a sleeveless base pattern. I have attached my drawing. I think my bottom half looks wrong (looks big?).

I have not highlight the front and back yet.

I measured from waist to mid point of panty is 16.5cm but when I draw, it is 17.5cm (bigger). Can you advise what am I doing wrong? Thank you
