Painting on fabric is traditionally the most difficult part of working on a leotard for rhythmic gymnastics. Don't worry that now you're not doing what you expected. Craftsmanship in painting is primarily a matter of great practice. And do not be too hard on yourself, do not forget that the leotard will be perceived by the viewer from a long distance. Therefore, what seems rough up close will be perceived well from a distance.
